L’AID in funzione del conseguimento della sua missione istituzionale: gestire unitariamente le attività delle Unità produttive e industriali (UP) del Ministero della Difesa, nel rispetto dell’obiettivo dell’economica gestione e dei principi che regolano la concorrenza e il mercato, si è dotata recentemente di una Nuova Struttura Organizzativa basata su di una ripartizione dell’attività industriale su cinque pilastri denominati Business Units:

 

  • Esplosivi e munizionamento
  • Attività navali
  • Valorizzazione mezzi terrestri ed aerei
  • Istituto chimico-farmaceutico
  • Dematerializzazione.

 

Le Business Units sono, dal punto di vista organizzativo e gestionale, configurate come centri di risultato e hanno, quindi, una valenza strategica ed operativa poiché mirano a potenziare la penetrazione del mercato esterno.

 

Le BU operano affinché l’AID, per il raggiungimento dei propri fini istituzionali, possa stipulare convenzioni, accordi e contratti con soggetti pubblici e privati per la fornitura di beni e servizi, nonché partecipare a consorzi internazionali e a società previa autorizzazione del Ministro, in linea con la propria Vision:

 

“Identificare e valorizzare le ricchezze di AID in termini di Risorse Umane, Competenze e Capacità Industriali, sui mercati Istituzionali e Commerciali a beneficio della Difesa”.

In sintesi AID opera attraverso le proprie BU per la valorizzazione delle proprie risorse, attraverso l’espansione di mercati e offerta, nuove partnership industriali e sevizi alle altre P.A., con l’obiettivo di: aumento volumi produttivi, contenimento costi e miglioramento della Soddisfazione del Cliente a sostegno dell’occupazione con progetti di formazione ed inserimento del lavoro giovanile.

Locations

Established in 2001, Agenzia Industrie Difesa is a non-economic body constituted as legal personality of public law, supervised by the Italian Ministry of Defense with the aim of managing the Productive Units entrusted to it with both an industrial and commercial approach, also operating a reorganization of the technical-industrial area of the Ministry of Defense.

The creation of economic and social value for the State and the community is at the center of the Agency’s work, which develops new products and services through the valorization of its staff and its skills.

 

Market scenario

The main objective is strengthening its role as a privileged supplier of the Ministry of Defense, and the creation of outlets in the competitive market with new and current production, using high quality standards, as a result of the close relationship with the Defense administration.

The Productive Units are essential to the achievement of AID’s institutional purposes, and allow the agency to deal with both public and private entities for the supply of goods and services, as well as participating in international consortia and companies with the permission of the Minister of Defense.

The conclusion of industrial and commercial agreements with national and foreign private companies, the expansion of the range of products and services offered to the Defense Administration, other public administrations and the private market, made the progressive commercial expansion of Productive Units possible in areas such as: demilitarization of ammunition, production of ammunition and small-caliber munitions, dematerialization of paper documentation, production of strategic medicines and medical devices, enhancement of equipment and materials abandoned by the Armed Forces, production of ropes and maintenance of naval, military and civilian units.
Innovating the logic of traditional public administration, the field of action also extends to initiatives and collaborations with industrial and commercial realities, thus considering a possible transformation of the Productive Units into public – private joint stock companies.

USE OF MILITARY EQUIPMENT

The Sales and Market Development Department aims to put in place all those preparatory activities related to the identification of potential customers for both the products and services of the Productive Units and the surplus material of the Armed Forces as well as other administrations of the State, on the national and international market.

The activity of valorization of armament equipment, in particular land, air, naval and light weapons, represents a “strategic asset” for the Agency. The sale of these materials, besides being an important source of revenue and cash flow for the Agency, allows to recover important resources for the Armed Forces and to reinvest them in the entire Defense’s sector. The constant interlocution and relationship with the Armed Forces and other State’s Armed Corps, as well as with foreign countries’ Armed Forces and companies in the defense sector, allow the creation of a scenario characterized by business development’s opportunities necessary to achieve the institutional objectives of the Agency.

The partnerships with Italian companies, characterized by a consolidated know-how in the revamping and upgrading of weapons systems, are particularly important with regard to the context of industrial and surplus material valorization areas. The union between public and private represents an unavoidable guarantee of reliability and transparency, particularly in the international contexts in which systems of weapons’ cessions are finalized.

 

The industrial recovery process

Based on the “improvement trend” launched in 2015, the Italian Parliament, following the recommendation of the Government, provided AID with a solid strategic direction, to plan and develop, starting from 2018, industrial orders divided in two three-year Industrial Plans (2018-2020 and 2021-2023), to achieve the ability to operate on a stable basis in conditions of economic management and financial sustainability, with the eventual liquidation of those Productive Units that, with their respective negative results, would compromise this sustainability.

The 2018-2020 Business Plan’s projected data indicate the positive trend of the industrial relaunch process, which should lead, at the end of 2023, to a further improvement in operating results, confirming the acquired capacity to ensure overall economic management.
An economically and financially efficient and sustainable AID is unique within the Defense’s Administration, for its contribution to meet the needs of the institutional customers and to safeguard national sovereignty in the field of defense and security.
At the same time, in the areas where Productive Units operate, the expansion of the production capacity of AID has stimulated the development of industrial industries and offered employment opportunities, mainly to new generations.
In a broader perspective, collaborations with important Italian companies (Leonardo, Fiocchi, MES, SIMMEL Difesa, Fincantieri, RFI, Beretta, Magnaghi, MBDA and others) have contributed to the development of a National Industrial Network with a view to technological progress, supporting national industry.

Finally, AID plays a role of high social utility thanks to the production of cannabis-based drugs and “orphan” drugs for patients who would otherwise lack pharmacological support, as well as a pivotal role in the containment of emergencies such as Covid-19, for which the production of disinfectant solutions and protective masks has been assured, as well as the collaboration with an Italian company for the realization of lung respirators.
